Add a panel where a message from the administrator can be shown if all notify services are down.

Idea: Use an RSS Feed. Entries can be added via an API call and are stored in the SQLite database. This prevents that React Router is required. The RSS feed will then be provided by the Backend and can be displayed in the frontend using react-rss (client-side).
